Scarborough Charter Inter-Institutional Forum

Held every two years, this biennial forum brings together members, partners, and communities from across the country for discussions, idea-sharing, and collective reflection on progress and challenges.

The 2026 Forum will be co-hosted by Carleton University and the University of Ottawa from May 14-15, in partnership with signatory institutions, scholars, and community leaders in Ottawa to advance the Scarborough Charter’s commitments to sustained action, accountability, and institutional transformation. 

Centered on the theme Advancing Black Excellence and Opportunities in Challenging Times, the Forum will explore how inclusive excellence strengthens Black access, participation, and leadership in higher education. Conversations will focus on two key areas: Economic (Finance and Investment) and Political, to examine how these forces shape opportunity and support Black flourishing within post-secondary spaces and beyond. 

The inaugural Inter-Institutional Forum of the Scarborough Charter was cohosted in 2022 by the University of British Columbia and Simon Fraser University. The 2024 Forum followed, hosted by the University of Waterloo and Wilfrid Laurier University.
